Dr. Lee Siew Eang

Lead Consultant

Dr. Lee is the lead researcher who is instrumental in the development and applications of the Total Building Performance approach at the Department of Building, School of Design and Environment, National University of Singapore.

It is through his leadership that projects such as the Urban Redevelopment Authority Centre of Singapore, Capital Tower, National Library of Singapore, and the current Khoo Teck Puat Hospital are being designed and built using the Total Building Performance approach. All the completed projects are awards winning project.

Dr. Lee is the Lead Consultant of ZEB-Tech. Drawing from his extensive experience, Dr. Lee will leads project teams within ZEB-Tech by setting the directions and goals for each project to ensure excellent achievements, value-add and client’s satisfaction.

Dr. Lee is a leading researcher consultant in Singapore and the region. He leads significant projects such as the first Zero Energy Building project to be built by the Building and Construction Authority of Singapore. The Energy Smart Building labelling system of the National Environment Agency of Singapore is developed and promoted by Dr. Lee. He is an advisory member of the Singapore’s Green Mark scheme, chairman of the National Climate Change Committee’s R&D Workgroup, and chairman of the Committee for Environmental Sustainability of the Singapore’s Housing and Development Board. Dr. Lee is also an invited member of the Executive Committee for Building and Community Systems, the International Energy Agency, member of the Board of Judges of the ASEAN Energy Efficient Building Awards programme, and Green Building Advisor to the Building and Construction Authority of Singapore in the development of the Singapore-China Tianjin Eco-City project.

Vincent Low

Trained as a Mechanical Engineer, Vincent has over 20 years experience in the design, construction and management of HVAC systems. He is a Key Qualified Person (KQP) as accredited by the Singapore Energy Services Company Accreditation Scheme. Presently Vincent is a leading building energy auditor who practices as consultant in the measurement and analysis of buildings’ energy performance, identification of energy saving potentials and applications of energy saving measures.

As one of the most successful KQPs in Singapore, Vincent has brought about improvements in building energy performance to numerous buildings in Singapore and the region by helping to design new buildings and retrofitting existing buildings. He is a chair of the Sustainable Energy Association of Singapore’s Energy Services Companies Division, a member of the Green Mark Advisory Committee of Singapore, and a member of the National Climate Change Committee R&D Workgroup. Vincent is instrumental in the development and training of the Building and Construction Authority’s Green Mark Manager Programme and the Singapore Certified Energy Manager Programme.

Joseph Loh

Joseph is the HVAC technical expert of ZEB-Tech. Formerly, Joseph was the Singapore Technical Manager of Carrier and has achieved many significant projects. He joined ZEB with over 15 years of experience in the design, implementation, test and commissioning of HVAC systems.

Joseph is a Key Qualified Person (KQP) as accredited by the Singapore Energy Services Company Accreditation Scheme. His forte is in the detailed analysis of systems’ performance and control, and the development and applications of innovative design in bringing about super efficient HVAC systems. Through his work he has helped many building owners in Singapore and the region saved millions of dollar of electricity bills through retrofitting air-conditioning systems, and beyond.

As one of the top KQPs in Singapore and the region, Joseph is ZEB’s lead consultant in bringing about best practices in HVAC design and implementation in new buildings. He is also the lead trainer for the Building and Construction Authority’s Green Mark Manager and Green Mark Professional Programmes and the Singapore Certified Energy Manager Programme.

Lim Jit Seng

Mr. Lim graduated from the University of Singapore in 1978 with a B. Eng. Mech (Hons).

Mr. Lim started out as a manager in DBS Property Management for 2 years before moving forward into the HVAC industry.
With 20 years of experience working with YORK Air Conditioning Systems in Johnson Controls as a Regional Sales Manager in charge of South East Asia’s HVAC sales management, Mr. Lim went on to establish his own company, Aircond Network Pte Ltd.
